debian/patches: add 0003-CMakeLists.txt-define-DEBUG-1-only-when-CMAKE_BUILD_.patch

DEBUG=1 should not be enabled for Debian packages which are built with
CMAKE_BUILD_TYPE=RelWithDebInfo.
