winfreed.py: fix the "HTTP Error 403: Forbidden" error on some servers

Some servers require the User-Agent header.

This fixes this error:

  Downloading from https://www.sumatrapdfreader.org/dl/SumatraPDF-3.1.2-64-install.exe failed. HTTP Error 403: Forbidden
