Tweeper.php: bump version in the User-Agent string

By using a more recent version of the User-Agent, twitter.com will
return more entries in the result when visiting hashtag pages.

This makes tracking hashtag pages actually usable.

Tested with https://twitter.com/hashtag/tweeper
